Modify the existing code to save and re-open reports on shut-down/restart
so that we can save and load reports on user request. Probably can use
pretty much the same codebase, but will require the addition of a couple of
menu items and the ability store and load the report with a user specified
name.

Well, for one thing reports that are left "open" are saved/restored on
shutdown/restart.  However, I think you want to "save" a report
without leaving it open..  That's bug #104156
