"Under CDE, if I set it to 'point to focus' (ie. focus follows mouse) and
turn off autoraise on focus, then clicking a window doesn't raise it.
You have to explicitly hit the titlebar. That's the behaviour I want."

The current "point to focus" behaviour is that clicking anywhere in an
unfocused window raises it, not just the titlebar.
