Description of Problem:
For a panel which has no visible "panel" area to
click on (i.e. area without lanchers or applets on
it) it's possible to get stuck with a panel
without being able to delete it or change it's
settings.

Steps to reproduce the problem:
1. Make a new corner panel
2. Add a lancher to that panel, then open up that
panel's prefs.
3. Change the panel to be transparent and to not
have any hide buttons

Actual Results:
It is impossible to get the menu for that panel up
again (and there impossible to delete the panel,
change it's settings, etc)

Expected Results:
I expect to be able to change the panels prefs
etc! Perhaps (although I don't imagine this is
easy) add the panel's menu to a submenu for all
the applets/lanchers on that panel?

How often does this happen?
