Goto Edit->Backgrounds/Emblems and there to the emblems "tab". Click add a
new emblem. Choose a image and a name, click ok. Problem: the new emblem
does not show up in the list. However if you add another emblem, the first
one will show up, but not the second one.

I can reproduce this under RedHat 9 (which uses nautilus-2.2.1).  Some
extra notes:
   Closing the Backgrounds and Emblems window and reopening it does 
      NOT load the new emblem.
   Switching to the "Colors" or "Patterns" sections of the Backgrounds 
      and Emblems window and then switching back to the "Emblems"
      section, on the other hand, does cause the new emblem to be
      loaded.

I'm updating version->2.2.x, changing GNOMEVER2.1->GNOMEVER2.2,
setting priority->high ("cosmetic bug of high visibility"--someone
tell me if this should have been left at normal).

I believe this should also have the HIG keyword (changes should
automatically apply), but that's a guess so I'm leaving it off.

Adding PATCH keyword.  I'm going to throw the HIG keyword on there
too--someone let me know if that's not right.
