Would it make sense to have a desktop-wide "Enable animations" key, that
other applications could read for panel hiding/metacity minimising/etc. I
_think_ there's an accessibility argument for doing this - some people with
disabilities find animations very distracting.

It means we can remove some crack settings from the panel, etc.
