ISO-8859-1 signatures on a UTF-8 system

I'm using Red Hat 8.0 and Pan 0.13.2. If my signature is in ISO-8859-1, it is not inserted into new messages. Additionally, if I try to followup to a message with this signature enabled, the original quoted message doesn't appear either. The message pane is blank in both cases. OTOH, if I change the signature to be in UTF-8, things work just fine. I'll attach both the UTF-8 and ISO-8859-1 signatures.

Signatures should always be in the locale's charset (how else would we know what format it's in?).
