Configure Galeon to use a proxy autoconfig. When starting Galeon with a URL
to display (e.g. clicking on a link in some other application, thus
triggering Galeon), it first ignores the proxy autoconfig data and tries to
directly connect to the site. Only after stopping and reloading (e.g. by
pressing enter in the URL bar) the proxy configuration is used.
