What do you mean? You don't receive a request when a user want to add you to his contact list?

And i also can not send an authorization request itself (there is no such menu item!)

Adding a contact using the chat menu should send the auth request.

If you don't receinv incoming auth request, that's a telepathy-haze bug that should be reported on bugs.freedesktop.org
