Having the version number in the .pot filename requires manual work in Ubuntu to update the translation infrastructure for every new major Evolution release. You only support having one Evoulution version installed at a time anyway, right?

Thanks for a bug report. You are right, that's a fallout from the times when there could be installed multiple versions in parallel. I'm wondering, why do you suggest that only for the evolution, when evolution-data-server does the same too?
