Add Printer Sharing options

One feature that is present in system-config-printer but not in GNOME's Settings app is the ability to share printers to the local network (or to the Internet too but I'm not sure if that's something that we should make too easy). So this is a wishlist bug asking for this feature to be integrated into GNOME. This was discussed briefly in this video: https://youtu.be/e5YYtUR9hKI?t=8m45s until 10:30

Suggestion for user interface implementation: In the top bar of the printer tool add a switch to turn general sharing of printers on and off (equivalent of "cupsctl --share-printers" and "cupsctl --no-share-printers"). In the entries of each installed print queue, add a switch (or an entry in the pop-up menu of the gear button) to tuen on and off the sharing of this individual printer (equivalent of adding/removing "printer-is-shared" option/attribute on the print queue).

Makes sense. I would place a switch in the Printer Details Dialog.
