If memory serves me right we had the option of configuring the behaviour of the power button in the power panel in the control center during GNOME 3.0 (Fedora 15) days. Since then it has been removed from there. Currently, the only option, known to me, is to change the value using dconf-editor.

A lot has been said about the difficulties in powering off a GNOME 3 system, so I guess, this is one way to settle it. :-)

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
