Drop theuser of AM_GLIB_GNU_GETTEXT

Attached patch drops the use of AM_GLIB_GNU_GETTEXT as it fights with IT_PROG_INTLTOOL to create the build files in po/.  Modern versions of intltool will stop the build process if it detects po/Makefile.in.in that has not been created by itself.

It stops compilation in Ubuntu.  We're using intltool 0.41.1.

use of GLIB_GETTEXT was removed a while ago.
