This is somewhat hard to verify because Yelp doesn't alphabetize the info 
pages, but I think https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=66734
still applies to Yelp.

Hmm .. ok, located the problem now.

It misses those info files that isn't named .info*

Emacs and a couple of others are just named emacs-1.gz instead of
emacs.info-1.gz.
