letter+halant+letter isn't considered a conjunct character

combination of letter+halant+letter (e.g. U+0C15 U+0C4D + U+0C15) isn't considered a conjunct character on pango. so deleting them leaves the later U+0C15 and the cursor stops between U+0C4D and later U+0C15. This behavior affects Telugu. originally reported at https://bugzilla.redhat.com/show_bug.cgi?id=499790 about 4 years ago and still be present in even pango 1.36.0
