Should fail when using ./autogen.sh --enable-tests flag and not have NUnit installed in the system

NUnit tests are not compiled by default, to enable them you need the flag "--enable-tests" when configuring. However, if the flag is optional, it should at least complain if NUnit is not found when using it, instead of failing silently.
Fixed in master.
