I am not sure, if it's a bug or a feature. When I make a smart playlist with songs rated 2 stars or less, then non-rated songs are also included in this list. I can easily fix the smart playlist, but I don't think this is the functionality one had in mind?

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
