[enh] indicate lack of VPN plugins when trying to add VPN connections

Bringing up the Network Connections dialog, and selecting the VPN dialog, the 'Add' button is greyed out and inactive, but there is no hint to the user as to what is wrong. It would be useful if whenever the 'Add' button cannot be used, there was an indication as to why it is unavailable. [After some digging and guess work, it turns out that I needed to install the NetworkManager-pptp package.]

Just a quick patch to show the information in the tooltip for "Add" button. However, we should probably use some more visible means?
