Having zoom in/out buttons on the toolbar would be handy.  Maybe zoom-fit too.

Máirín says "I resize the window to zoom out and see more, but it doesn't work - instead, the pdf thumbs peskily grow larger rather than let me see more than a few at a time."

This is due to PDF Mod starting up in "Best Fit" mode, which changes the zoom (page thumbnail size) based on the window size (and number of pages).  If it were visible in the toolbar with the other zoom options, maybe that would suffice to avoid the confusion?

Or, maybe not in the toolbar but in the bottom-right on the status bar, like F-Spot and so many other apps.  Not sure how to represent Best Fit - having the text plus a checkbox would take up quite a bit of space.

Bug #597762 and bug #592256 also request changes to how Best Fit looks/works, should be considered alongside this.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
