When Gnome a11y is disabled, Caribou should prompt the user to enable it (or let them know it won't work until it is enabled). This could be done on a window or command line.

This patch should help with that.

The patch checks whether the GNOME a11y is enabled or not. If a11y is not enabled it prints a message and exits.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
