Please describe the problem:
I can see IRC account in "import accounts" and is selected, but when I click on it nothing happens, even when I restart empathy.

Steps to reproduce:
1.Open main window
2.press F4, dialog pops up 
3.press "import accounts" (from pidgin) select IRC account, press enter.
4.nothing happens

Do you have telepathy-idle installed?

I've install telepathy-idle and now I can join IRC channels, Thanks! I hope that this dependency will be installed as default in stable version of empathy 2.28.

Empathy 2.2.8 suggests you install telepathy-idle but does not insist.  But if it's not installed, perhaps Empathy should not lead the user to believe that it'll be easy to import IRC accounts.
