Support differen drawing depending on whether the tabs are as wide as the notebook

For the sake of simplicity, I will only talk about the case of tabs on top, left-aligned. If the tabs together are as wide as the notebook, the right edge of the right-most tab runs straight into the right edge of the notebook page. If the tabs together are less wide, there's an additional corner where the right edge of the right-most tab ends at the top edge of the notebook page. It is desirable to theme these 2 cases differently, hence theme engines should be given a way to do so.
I am not completely sure what this is about, but we should probably think how this plays together with changes like bug #536229 or bug #523281 and other notebook theming bugs.

The unoccupied area would explicitely have to be drawn using a primitive, I guess.
We're moving to gitlab! As part of this move, we are closing bugs that haven't seen activity in more than 5 years. If this issue is still imporant to you and still relevant with GTK+ 3.22 or master, please consider creating a gitlab issue for it.
