it's because xulrunner no longer looks at

The developer said that this could be fixed in galeon

"As far as I know Galeon does not have an extension system so there doesn't seem
to be a workaround available. What Camino does is to use the
nsIStylesheetService to load a CSS file that contains the Flashblock bindings.
A Galeon developer could do the same."

Galeon has not seen any code changes since May 2010:

This project is not under active development anymore and got recently archived in GNOME Git.

It is currently unlikely that there will be any further active development.

Closing this report as WONTFIX as part of Bugzilla Housekeeping to reflect
reality. Please feel free to reopen this bug report in the future if anyone
takes the responsibility for active development again.
