It would be useful if one could control (or turn off) the rate limiting of events for the mount monitor; 800 msec is way too long for some applications such as mechanisms like hal.. we don't know whether delaying an event for up to 0.8 seconds is OK for the users of the mechanism.

Commited with an additional Since: 2.18 doc entry.
2.16 is stable and can't have new symbols.
