"Plugin configuration" issues

regarding bug 459522: - the configure button is missing a mnemonic, once again... attention: fixing this is a string change. - the configure button should be disabled if there is nothing to configure. otherwise i have to click for every damn plugin to finally find out that there is really one plugin existing that uses this button.
I feared missing the feature freeze deadline. Hence committed without implementing the above things.

(quoting this paragraph for the 50th time) i think you can pretty well avoid this here, you have *lots* of other unused letters left.
