regarding bug 459522:

- the configure button is missing a mnemonic, once again... attention: fixing this is a string change.
- the configure button should be disabled if there is nothing to configure. otherwise i have to click for every damn plugin to finally find out that there is really one plugin existing that uses this button.

Fix

Breaks all freezes. String, API, ABI etc. But the breakage is in e-util

So no other module should get affected. 

Srini: Can I ask for a break ? What do you say ?

"Also, it is better not to assign access keys to "thin" letters (such as lowercase i or l), or letters with descenders (such as lowercase g or y) unless it is unavoidable. The underline does not show up very well on those characters in some fonts." (quoting this paragraph for the 50th time)
i think you can pretty well avoid this here, you have *lots* of other unused letters left.
