Recently, most of the "white lines" problems in dark Clearlooks themes was fixed.
One problem that remains is insensitive steppers in scrollbars. Clearlooks falls back to core gtk drawing for them, and that uses white embossing that looks really out of place in dark themes.

I worked around this problem by adding a knob to clearlooks that allows to use
"Clearlooks arrows" for the steppers instead (see patch). Maybe you just want to draw all arrows yourself instead...

I wondered why the new arrow style hadn't been applied to stepprs too. I would be in favour of just using the new arrow style for all steppers.

Clearlooks now uses its own arrows unconditionally.
