Historically we've used national flag for this, but we'd rather avoid that for political reasons. Either we use two flat-color, non-existant flags or use the UN flag. 

I believe the Mac went with the UN flag and it will be more likely recognisable than the other option.

Commited preferences-desktop-locale in gnome-icon-theme. It's actually defined in the naming spec.
