Steps to Reproduce:
1. repeatedly click the Small Display from the View menu.
  
Actual results:
Sometimes the view switch does not occur. However, the indicator in the menu
shows the switch, even if it didn't occur.

Expected results:
Every click should toggle the view.

Version in downstream bug was 0.9.4.1.

We limit small display mode changes to one per second, because weird things happened (I don't remember what exactly, but it was probably the window size).

Ah... but it seems you don't limit the toggling of the actual control.  Pushing Ctrl+D twice quickly, results in the display being toggled once, but the control twice.  Aside from resulting in an inconsistent UI, you must toggle the control twice again to switch to full display.  Also, if this control is used for other things (like plugins determining the display state), they will also be out of sync.  Confirmed in version 11.3.

Small display mode has been removed.  It needs to be reimplemented as a separate window, after which it won't have this problem.
