That bug has been opened on https://launchpad.net/distros/ubuntu/+source/nautilus/+bug/33083

"files can be downloaded by dragging the link from firefox to the desktop (or a nautilus window).

in the past you were given an option as to whether to download, but now it defaults to downloading it.

however the mouse still displays a question mark, implying that a question will be asked, rather than a + sign to indecate copy."
