We should be able to call:
- a contact from Evolution
- a person who sent us an SMS
- Anyone really, probably with a keypad type of dialogue

gnome-phone-manager is not under active development anymore since 2013.
Its codebase has been archived:
https://gitlab.gnome.org/Archive/phonemgr/commits/master
