Had a look at gnome-wp-xml.c 
The background images that get installed in $DATADIR/pixmaps/backgrounds need to
have  a corresponding xml entry in $DATADIR/gnome-background-properties. 

Are these xml files supposed to be created by hand ? Or am I missing something
here ?

Sorry. What system provided wallpapers are you talking about? There aren't any,
other than what distros ship, afaik. And yes, you need to create an xml file by
hand and install it to that directory with the wallpapers.
