If seahorse is to be more integrated with GNOME, the toolbar preferences should
be removed completely. They are duplicate with the user-wide preference in the
"Menus & Toolbars" preferences.

Also fixes a misspelling in the both-horiz option, which prevented it from
working properly previously.

Checked in a simpler patch which removes all gconf notification code as well.
