has this been discussed on the i18n list?  I think that for example in
czech it is technically wrong to capitalize that, though we break the
grammar rules all over the place by capitilizing everything which is
completely wrong in czech.

I'm not sure about "Azeri". Can you send me some "References" about this term?

Both "azéri" and "azerbaijan" seem to be used in French, but "azéri" seems to be
by far the most common. I've even seen "azerbaidjanais".
