reboot and shutdown for normal users

When logging out of gnome the user should only be presented with the shutdown and reboot options if they actually have the permissions necessary to shutdown/reboot the computer. There are a lot of reports of people choosing logout/reboot and getting thrown back to gdm. This is usually to do with system configuration (or bug 84054 ) but it is much better for the user to only have applicable options shown.
