When logging out of gnome the user should only be presented with the 
shutdown and reboot options if they actually have the permissions
necessary to shutdown/reboot the computer.

There are a lot of reports of people choosing logout/reboot
and getting thrown back to gdm. This is usually to do with
system configuration (or bug 84054 ) but it is much better
for the user to only have applicable options shown.
