Recently reported on gnome-list for GNOME 2.0 also.
Maybe it's fixed?

Man, I'm going to stop responding on mailing lists -- it makes it look
like I care!

A couple of tests using the released GNOME 2.4 code has terminals
opening on the right workspaces. I don't have a GNOME 2.2 installation
around at the moment, so I'm not sure if it works there. I'll try to
convince somebody here at work to log out later on today and test it
-- at least then we can tell people how far they need to upgrade.

Since Malcolm suggested this was fixed with Gnome 2.4 (and indeed, I can't
duplicate under CVS HEAD), I'm going to mark this as fixed.
