Marking this as major since this has significant impact to orca users.

Steps to reproduce:
1. Enable the orca screen reader in gdm login window.
2. Press <Tab> to switch focus between username text entry and login button.

Expected result:
When tab focus into user name text entry, the text entry label "Username"
should be reported.

Actual result:
When tab focus into user name text entry, the label will not be reported.

This was fixed in GDM 2.28.  See here:

However, this fix seems to have gotten lost in the update from using libglade to using GtkBuilder.
